New CSCP Thresholds and Referrals Page and Referral Guidance Toolkit Now Live
The CSCP has launched an improved Thresholds and Referrals webpage designed to support professionals in making clear, confident and well-informed safeguarding decisions. This updated resource provides a central point of reference for anyone who may have concerns about a child or family and outlines the key principles that guide how thresholds of need are applied across Croydon.
Alongside this, the CSCP has published a new Referral Guidance Toolkit. This comprehensive PowerPoint resource is available for download and can be used for personal reference, team training, induction and supervision. It offers practical advice on how to recognise levels of need, apply the London Child Protection Procedures Threshold Guidance, and complete high-quality referrals that support timely and proportionate decision making by the Multi Agency Safeguarding Hub (MASH).

The toolkit includes examples of good and poor referrals, a simplified decision-making flowchart, guidance for smaller organisations, and clear expectations regarding consent, professional curiosity and follow up. It is designed to strengthen consistency across agencies and promote a shared understanding of how to ensure children and families receive the right help at the right time.
We encourage all practitioners across health, education, early years, police, voluntary and community organisations to access the new webpage and download the toolkit as part of their safeguarding practice.
