2024 A Year of Impact, Innovation, and Inclusion
The Croydon Safeguarding Children Partnership (CSCP) is proud to publish its Annual Report for 2024–25, showcasing a year of significant progress, strategic innovation, and strengthened multi-agency collaboration. This report offers a compelling overview of how Croydon’s safeguarding system has evolved to meet the needs of its diverse and growing youth population.

Why Read the Report?
This year’s report is more than a summary—it is a testament to the power of partnership, the importance of lived experience, and the value of data-informed decision-making. Whether you are a frontline practitioner, strategic leader, or community stakeholder, the report provides insights that are relevant, actionable, and inspiring.
Key Highlights Include:
Early Implementation of Working Together 2023: Croydon was among the first partnerships nationally to publish updated safeguarding arrangements, enabling resources to be redirected into audit and learning systems.
Youth Voice at the Heart: The introduction of a Young Scrutineer has embedded youth perspectives into strategic decision-making, with co-designed tools and active participation in governance.
Audit and Learning Excellence: The adoption of the PHEW platform has revolutionised training delivery, audit maturity, and data analysis, supporting a more accountable and responsive safeguarding system.
Community Engagement: Voluntary and community sector partners are now integral to safeguarding assurance, with innovative models such as “walk alongside” improving confidence and standards.
Strategic Reviews with National Impact: Thematic reviews on serious youth violence and safeguarding infants have influenced practice locally and nationally, with wide dissemination across professional networks.
Training and Development: Over 1,500 professionals engaged in safeguarding training, with new evaluation tools introduced to measure long-term impact on practice. The CSCP Annual Conference drew strong attendance and will return in November 2025 with a focus on The Voice of the Child.
Transparency and Accountability: Enhanced dashboards, shared values, and robust subgroup participation have strengthened mutual accountability across agencies.
Looking Ahead
The report outlines ambitious priorities for 2025–26, including the publication of a multi-agency neglect strategy, a suicide/self-harm cluster policy, and new resources to tackle child sexual abuse. A renewed focus on equitable practice, digital innovation, and whole-family approaches will guide the partnership’s next phase.
